Pullen Park: arrange the photography permit
Pullen Park is one of Raleigh’s city park options. The city requires a permit for commercial photography in its parks. Confirm the permit, exact location, activities and current availability before choosing a portrait or proposal time.
I would keep your route near one meeting point and avoid building the session around an unreserved attraction or private setup.

JC Raulston Arboretum: check the rental rules
The Arboretum welcomes photographers but asks for a rented garden space for commercial sessions, sessions over 30 minutes, groups over six, additional furniture or decorations, and other listed circumstances. That matters when planning a 60 or 90 minute professional session.
Its guidelines require staying on paths, keeping plantings clear and leaving benches and labels in place. Pets are not allowed; service dogs are permitted. Confirm current garden hours and reserve what your session needs.
Build the route around your time
Choose a city park or garden setting first, then discuss the photographs and any outfit changes you want. I would allow time for walking and getting comfortable rather than fill the session with several driving stops.
For a proposal, share your arrival plan and who knows about it. Permission for portraits and permission for a reserved event or decorated setup need to be checked separately.
