Plan your Virginia Beach, Virginia wedding with the current application process, a separately confirmed ceremony and time for photographs. The details below help you decide what to arrange before choosing your coverage.
Details reviewed October 30, 2026. Confirm current arrangements directly with the linked office or venue for your date.
Start with the Circuit Court Clerk
The Virginia Beach Circuit Court Clerk provides the marriage license application and instructions. Virginia licenses are issued through circuit court clerks. Contact the marriage department at 757-385-8926 for current application, identification, fee and office arrangements.

Separate the license from the ceremony
The city warns that its application is valid for 60 days. Confirm the issued license dates and arrange an authorized officiant before setting your celebration. Completing the application does not reserve a ceremony.

Confirm your beach or venue access
A marriage license does not give permission to reserve a beach setup, use a private venue or take photographs inside a court building. Ask the location about its own event and photography requirements, guest access and weather alternative.

Official planning information

How I would plan the photographs
For a Virginia Beach celebration, I would check wind, walking distance and the rain plan before choosing a beach portrait stop. Keep a comfortable meeting point for family, especially if some guests cannot walk easily on sand.
Confirm photography permission at your ceremony location before booking coverage inside. Share your date, guest count, ceremony address and any portrait stop so we can account for travel and walking in your quote.
