The city’s marriage license instructions require a certified birth certificate and current government photo identification. Its page explains translation requirements and the divorce or death documents needed after a previous marriage. Review that checklist before your visit.
Allow for the waiting period
The standard rule is to wait 24 hours after the license is issued and use it within 60 days. Rochester lists a $40 license fee and a separate $75 civil ceremony fee. Confirm current fees and appointment arrangements with the city.

Schedule the City Hall ceremony
Rochester says civil ceremonies can be scheduled after obtaining a marriage license by calling 585-428-7421. Its instructions say witnesses must be at least 18. Ask about the number of guests, witnesses, camera access and arrival instructions when scheduling.
Give the two appointments their own space
I would build the photography plan around your confirmed ceremony appointment, with time for arriving, checking in and gathering everyone. Do not assume the license visit and ceremony happen in one appointment.
Choose a short portrait route after the ceremony and ask about indoor access if you prefer a weather backup. For winter plans, discuss coats, walking distance and a comfortable place to warm up between photographs.
