Start with Cuyahoga County Probate Court
For a Cuyahoga County marriage license, online pre-registration is mandatory. Follow the instructions you receive, then visit the Marriage Department in person. The Court lists its office at 1 Lakeside Avenue West, Room 129, Cleveland.
Choose the right county and timing
Ohio residents apply in a county where an applicant lives. Couples who both live outside Ohio apply in the county where they will marry. Cuyahoga County lists a $60 license fee and a $2.95 card convenience fee. The license is valid for 60 days from issuance.

The Probate Court explicitly distinguishes license issuance from a marriage ceremony. Contact your intended officiant or ceremony provider to confirm current availability, location and guest rules. Use the linked Municipal Court information if that is the ceremony you are considering, and confirm its current arrangements directly.
Confirm camera access before choosing portraits
I would check indoor photography permission before planning coverage inside a Cleveland government building. The building’s appearance does not establish that portraits or a ceremony can take place there.
Start with the ceremony time and location you actually have confirmed. Choose a nearby portrait route and share family groupings in advance so everyone knows when they are needed.
