Apply through Athens-Clarke County Probate Court
If either applicant lives in Georgia, the license can be purchased in any Georgia county. If neither lives in Georgia, obtain it in the county where the ceremony takes place. Review the application packet and submission instructions before attending.
Check the published fees
The county lists $66 without a qualifying premarital education certificate, or $26 with one. These amounts include a certified copy after the completed marriage is recorded; other minor charges may apply. Confirm current documents and payment arrangements with the court.
Arrange an officiant separately
The Probate Court says it cannot currently perform weddings. Its guidance states there is no waiting period after license issuance, but you still need an authorized officiant and a confirmed ceremony location.

I would plan an Athens wedding around the ceremony venue rather than expecting a wedding at the license office. If portraits are elsewhere, include travel and a sheltered meeting point so you do not spend your short coverage moving between stops.
