Waterfront Park: a riverside plan
The city lists Waterfront Park at 1A Prince Street and 1 King Street, with public access from sunrise to sunset. It is also used for city festivals and events. Check the calendar, current access and photography arrangements before choosing your meeting point.
I would plan one clear place for the proposal and a second nearby option if the first background is busy. Discuss where each person will stand so the moment can be photographed without directing you in front of your partner.
Carlyle House: reserve portrait photography
NOVA Parks requires a portrait photography permit for the Carlyle House grounds. The current page lists a two hour permit and an annual option. Make a reservation directly; the gardens remain a public space, so a permit does not guarantee privacy.
The site also says event rentals will not be booked for 2027 because of restoration work. Confirm your proposed photo date and usable areas with staff before arranging a session.
Jones Point Park: confirm the exact route
The National Park Service manages Jones Point Park. Use its current visitor information to choose an accessible meeting point and ask the park about photography requirements for your group and equipment. Do not assume permission for a ceremony or setup follows from ordinary park access.
Plan the surprise and the portraits separately
Tell us who knows about the proposal, how you will arrive and what happens immediately afterward. I would keep the first few portraits nearby so you can enjoy the moment before moving on.
For engagement portraits, choose one main location and share any outfit changes, walking needs and plans for other people to join you. We’ll discuss 60 or 90 minutes around the route rather than trying to visit a long list of stops.
